Levels in Use
By ControlAltDelete - www.penbrush.com

I have a file that I opened from V7 and converted into V8. Under the Level Manager it shows a number of levels as empty. I try to delete these but get messages like: “Level is used” when it shows it as not used (no dot) “Cannot delete a library level”.

This is commonly a shared cell definition. Go to the Cell Library dialog using Element>Cells and turn on the shared cell toggle. Any of the names that you see are stored in your file and could be holding on to the level. To find out for sure, use the following key-in:
Level Usage <level name>

This will be added into the level properties GUI in the future release.
